POSITION:
  
This position contributes to establishing, updating and implementing strategic visions and plans for land use and development within the City of Greater Geelong and facilitating appropriate and sustainable development by:
  • Managing the development of strategic plans, urban design frameworks, guidelines and policies for the City, that are comprehensive, contemporary, relevant and reflective of the City’s and community’s goals and objectives in the areas of economic, environmental and social sustainability.
  • Managing, preparing and processing planning scheme amendments and ensuring that all functions and procedures are properly performed and executed.
  • Providing high level strategic planning advice based on research, investigation and an understanding of current trends, policies, planning controls and relevant procedures and legislation.

RESPONSIBILITIES:   
  1. Role model and promote Council values in all aspects of duty.
  2. Manage and action the preparation and implementation of strategic plans, guidelines, policies and planning projects.
  3. Manage and action the preparation and processing of planning scheme amendments in accordance with relevant planning legislation.
  4. Support and act as representative of the Coordinator Planning Strategy as directed.
  5. Identify opportunities and solutions to issues that may impact on the operation, direction and activities of the Planning Strategy Unit.
  6. Represent the Planning Strategy Unit on internal and external groups as required.
  7. Provide professional advice and ensure strategic planning considerations are addressed within the Department and by consultants (engaged by Council) during the preparation of strategic plans, policies, guidelines and amendments to the Planning Scheme.
  8. Review, analyse and comment on documents provided by officers, consultants and external sources.
  9. Provide an information base for Council, the community, government agencies, developers and the local business sector regarding strategic/structure plans and policies.
  10. Provide effective community consultation including keeping the community engaged and informed.
  11. Prepare and review project briefs, funding submissions, Council reports and briefing papers and other reports as required.
  12. Present to Council, officers, the community and other stakeholders as required.
  13. Assist in complying with corporate responsibilities and relevant acts.
  14. Adhere to all Council’s policies, commitments and procedures as relevant to this position.
  15. Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time.

KEY SELECTION CRITERIA:
Essential:
  1. Tertiary qualification in Town Planning, or related field and experience in similar roles
  2. Detailed knowledge and proven ability to prepare strategic plans, guidelines, policies and manage a range of projects
  3. Knowledge of planning scheme amendment processes including strategic justification, development of new clauses, schedules and maps and planning scheme amendment procedures in accordance with the Planning and Environment Act and Victorian Planning Provisions.
  4. Highly developed written and verbal communication skills, interpersonal skills and the ability to translate technical information into plain English.
  5. Highly developed project management skills and experience and the demonstrated ability to manage own time to achieve targets within a set timeline.
  6. Strong conceptual skills with experience in conducting research, analysing data and synthesising results into tangible plans and outcomes.
  7. Demonstrated ability to work autonomously and contribute to a positive team environment.
  8. Commitment to adhering to the Council code of conduct, values, and all applicable policies and procedures.
Desirable:
Proven ability to use GIS programs, CS Design Standard and Sketch Up would be regarded.
