Team Leader - Economic and Social Infrastructure Program (ESIP)


Exciting opportunity to lead a large development assistance program and support sustainable infrastructure outcomes in Papua New Guinea


The Program
Cardno was engaged by the Australian Government in December 2018 to manage ESIP. ESIP will improve the planning, prioritisation, delivery and maintenance of important infrastructure in PNG. Priority infrastructure sectors for the Program include Electricity, Telecommunications and Water and Sanitation.

ESIP will leverage infrastructure support activities (including capital works activities, grant funding, technical assistance and sub-consultancies, among other activities) to create opportunities for deeper engagement in sector-wide planning and policy, and enable the identification and resolution of broader national level policy, financing and planning reforms necessary for sustained long-term change.
Key outcome areas during ESIP’s first four years (December 2018 to December 2022) include:   
  • an increased number of infrastructure projects are effectively planned, managed and implemented by relevant Government of PNG (GoPNG) agencies;
  • focus infrastructure sectors have evidence based, prioritised infrastructure plans and processes for their implementation and review; and
  • legislative and administrative reform agendas exist to improve policies, regulatory structures and planning for infrastructure investment.

The role
This is an exciting opportunity to lead a large development assistance program in PNG. Inception phase start-up activities are complete and the Program is resourced for full implementation. Cardno is seeking an experienced individual to provide program leadership and management, under strategic direction from the donor (Australian DFAT). The role involves:
  • Management and leadership of a multi-disciplinary team of technical and administrative personnel;
  • Strategic leadership and oversight of activity development and implementation;
  • High level responsibility for program operations, finances, security and risk management; and
  • Formal and informal reporting to the donor and Cardno’s Contractor Representative.

About you

You will be an experienced international development leader possessing the following qualifications, skills and experience:
  • A minimum of ten (10) years senior program and project management experience;
  • strong team leadership capabilities including experience leading multi-cultural, multi-disciplinary teams;
  • excellent interpersonal and stakeholder engagement skills, including in cross-cultural contexts;
  • excellent written and verbal communications skills in the English language;
  • experience working with senior donor representatives and partner-government counterparts in developing countries;
  • demonstrated excellence in managing donor deliverables, including guiding activity development and implementation and donor reporting;
  • experience and knowledge of managing the entire project management and procurement cycle, including knowledge of Australian Government Procurement Rules;
  • experience in the preparation and implementation of complex project delivery and procurement plans;
  • proven track record in risk management, including identifying risks and implementing effective mitigation strategies;
  • Tertiary qualifications in international development or relevant field.
