Fiscal Agent Team Leader


Cardno Emerging Markets is seeking a qualified Fiscal Agent Team Leader for upcoming Public Finance Management opportunities in Lusophone Africa.

This position will be based in Lusophone (Portuguese-speaking) Africa.

Global Fund Fiscal Agents provide a broad range of financial management services to grant recipients. The Fiscal Agent team is responsible for ensuring that all financial management and purchasing activities satisfy the requirements of the Grant Agreements that govern Global Fund activities in-country. The team will work alongside finance staff of the respective grant recipients and provide professional support services for fiscal management and funds control such as budgeting, financial management, internal controls, accounting, cash disbursements, financial reporting, and account reconciliation to ensure the proper, efficient, effective, and transparent use of funds.  The Fiscal Agent will also be expected to support grant recipients in order to strengthen their capacity.

The Team Leader will oversee a team of 3-5 financial management specialists and ensure that activities are conducted in accordance with Fiscal Agent Terms of Reference. The Team Leader will possess ultimate responsibility for ensuring that the grant recipients are following established accounting and procurement procedures that proper safeguards and risk mitigation measures are in place, and will be responsible for signing off on all financial transactions.

  • Oversee a team of financial management specialists and ensure that activities are conducted in accordance with Global Fund Grant Agreements.
  • Build capacity of grant implementers. Assess capacity gaps and develop detailed capacity building plan that includes on-the-job mentoring and group trainings.
  • Ensure that the grant implementers are following established accounting and procurement procedures.
  • Be responsible for signing off on all financial transactions.
  • Ensure appropriate written procedures, as well as sufficient systems and processes for internal control are in place with the grant recipient.
  • Ensure effective controls are in place to protect the use of Global Fund grant monies, and ensure that all payments are eligible, justified, and represent value for money.
  • Ensure that financial records for all transactions are maintained accurately at grant recipient and sub-recipient levels on a timely basis.
  • Ensure that reporting to the Global Fund is accurate, timely, and in accordance with the Grant Agreement and the applicable policies and regulations of the Global Fund.
  • Ensure that proper safeguards and risk mitigation measures are in place.
  • Ensure proper use of Cardno’s internal Fiscal Agent tools and reporting procedures.
  • Mitigate the risk of fraud or misuse of grant funds and reduce ineligible expenditures.
  • Ensure the continuity of program implementation in high risk environments, and ensure that safeguards are in place with respect to Global Fund investments.
  • Take the lead in assessing systems and procedures currently in place.
  • Work with grant recipients to improve written policies and manuals and adapt best practices for procedures and systems.
  • Minimum required education: Master’s degree in in finance, business, economics, or public administration.
  • Preferred education: Professional certifications such as CPA, CA or ACCA, or equivalent specialized training.
  • Minimum required experience: 10 years of experience as a Finance Manager, Controller, Director of Finance, Chief Financial Officer or in a similar senior position responsible for accounting, budgeting, financial management, and reporting of donor funded programs.
  • Preferred experience: Previous experience with Global Fund grants.
  • Significant experience in setting up and improving financial management operations and systems, including establishing written procedures.
  • Strong understanding of financial risks associated with donor funded health programs and associated control measures.
  • Knowledge and experience of project-based financial management, grants management, contract management and procurement procedures.
  • Proven leadership qualities and experience.
  • Excellent communication skills and ability to work with high-level government officials and business executives.
  • Previous working experience on projects financed by international donors or development agencies (World Bank, USAID, MCC, Global Fund or others).
Computer Skills
  • Advanced proficiency in Microsoft Office – Excel, Word, Project, Outlook, and PowerPoint.
  • Extensive experience and proficiency in the use of automated commitment, budgeting, and accounting software applications.
  • Experience using Primavera Accounting Software is desirable.
  • Fluent in English and Portuguese – reading, writing, and speaking.
