The Role
Prospera is forming a panel of world-class experts that can help support the Indonesian Government secure strong, sustainable, inclusive economic growth in Indonesia. Prospera is five-year A$145 million Australian Government funded facility. Prospera supports the Indonesian government as it navigates through its various reform challenges to secure strong, sustainable and inclusive economic growth.
 
The Prospera standing offer (panel) is a mechanism where a pre-selected pool of experts can be called upon to contribute to Prospera’s work on economic policy and institutional change in Indonesia. By joining the Prospera panel, you will become a pre-qualified and preferred adviser that can be selected to undertake work on Prospera without lengthy contracting processes. Prospera will undertake its best efforts to communicate upcoming work activities to all panelists.  Appointment to the panel will be for a minimum of 2 years (with possible extension).
 
Prospera is seeking applications for Panel Focus Area One - Expanding Markets and Creating Jobs, whether you are an individual or a firm, in the following areas of expertise:
 
  • Economists (Trade)
  • Economists Private Sector Development Specialists
  • International trade
  • Business Licensing and Related Government processes.
  • Trade Finance
  • Financial sector inclusion and development
  • Regulation of Business
  • Financial technology
  • Regulatory Impact Assessment
  • Financial market conduct, dispute resolution and financial literacy
 
Scope of Services
The scope of services will depend on Prospera’s needs and will be defined in a terms of reference. Interested individuals and/or firms will submit their application to one or more of Prospera’s Panel ‘focus areas’ (there are seven focus areas to choose from). When Prospera requires a particular service, it will issue a ‘Services Order’ detailing the exact nature of the requirement. The issue of the Services Order will create a contract between Prospera and the supplier on the terms and conditions specified in the Deed of Standing Offer. Each Services Order will be treated as a separate contract.
 

Output/Deliverables
Output/deliverables are produced based on the Term of References, on a “need-basis’.

About the program
Prospera is a partnership facility between the Government of Australia (through the Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment that draws together the former Government Partnership Fund (GPF) and Australia Indonesia Partnership for Economic Governance (AIPEG). Prospera will be responsive to the needs of a wide range of agencies in the Indonesian government, covering six engagement areas:
(i)    Markets – improving product and factor market efficiency;
(ii)   Finance – delivering financial stability and development;
(iii)  Spending – improving the quality, delivery efficiency, and access to public services;
(iv)  Revenue – mobilising revenues without unduly impeding private activity;
(v)   Public Sector Reform – strengthening economic institutions; and
(vi)  Economics & Inclusion – providing analysis to boost the evidence for economic policy.
