Chief of Party - Indonesia New Environment Activity


Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Chief of Party (COP) candidate for the anticipated USAID/Indonesia New Environment Activity.

The purpose of this activity is to advance Indonesia’s own development objectives to address threats to biodiversity and reduce greenhouse gas emissions from land use. USAID has identified the following two strategic objectives as initial areas of focus: 1) improved subnational environmental governance; and 2) private sector environmental and social sustainability in supply chains related to agriculture, forestry, and extractive industries. The COP is responsible for overall leadership, general technical direction, administration, and management of the entire activity. He/she will be expected to identify issues and risks related to implementation in a timely manner and suggest appropriate adjustments, and will ensure an integrated vision among different components and actors focusing on achieving the results defined in the contract/cooperative agreement.  
The position is based Jakarta in order to serve as the primary point of contact for USAID/Indonesia, the Government of Indonesia (GOI), other donors, and key stakeholders.

  • Ensure all services are aligned and delivered according to the guidelines established by USAID and Cardno.
  • Oversee implementation of program activities and provide high quality technical and strategic leadership, managerial oversight, and administration of the project.
  • Ensure that financial, technical, contractual, and political integrity is maintained and strengthened.
  • Oversee the design and implementation of capacity development activities for select NGOs.
  • Review deliverables for completeness, accuracy, and continuous quality improvement.
  • Participate in the development of the project strategic and operational plans, and oversee the development and successful implementation of annual work plans.
  • Participate in and play a leading role in project reporting and analysis and use of strategic information.
  • Monitor project implementation, including internal and external client satisfaction, using best practices.
  • Ensure that the project consistently delivers timely results.
  • Identify issues and risks related to project implementation in a timely manner, and suggest appropriate project adjustments.
  • Ensure project staffing, structure and reporting relationships are aligned with project needs, available resources, and local context.
  • Manage project team and implement effective performance management through clear and timely communications by coaching, mentoring, providing annual and bi-annual reviews and career development support and training, as needed.
  • Serve as a primary point of contact and liaise with USAID, government stakeholders, private sector and other local partners, as required by the project to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
  • Identify new business opportunities and communicate them to relevant Cardno stakeholders.
  • Create visibility and credibility to appropriately position Cardno as a strong leader in technical area.
  • Required education: Master’s degree or higher in a relevant field, such as environmental management, agriculture, fishery, spatial planning, economics, public policy; natural, earth, or physical sciences; engineering; business administration; governance; climate change, climate change adaptation, disaster resilience; or other related field.
  • Required experience: A minimum of 12+ years of progressively responsible experience managing programs of a similar nature in a leadership and management role, such as climate change, disaster risk reduction, forestry, environmental management, or natural resources management.
  • Preferred experience: 15+ years professional experience in areas listed above.
  • Previous experience in managing partnerships with the private sector, large subcontracts, or grants under contract.
  • Demonstrated ability to liaise and develop successful working relationships with key stakeholders, including USAID, and public, private, and civil society partners.
  • Demonstrated leadership and management capabilities.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, and negotiation skills.
  • Proven experience with senior government officials, private sector leaders, and other stakeholders in the climate change, disaster management, or other relevant development sectors.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Exceptional interpersonal skills.
  • Excellent English written and oral communications skills required.
  • Working knowledge of Bahasa Indonesia desired.
  • Relevant work experience in Indonesia or other Southeast Asian countries desired.
