USAID, as a part of the PNG Electrification Partnership (PEP), aims to increase technical, financial, and organizational capacities of key energy sector institutions to bolster investment and private sector engagement in electrification expansion in Papua New Guinea. The activity will promote energy regulation, develop off-grid electrification models, improve domestic gas utilization, and catalyze private investment for energy projects in PNG.   
The Utility Reform Lead’s primary responsibilities are to provide leadership and technical direction of activities related to strengthening PNG’s Utility operations and financial viability. Provides leadership to capacity building efforts to the PPL to improve planning, management to improve their ability to implement services. This position will manage a team to facilitate adoption of operational improvements to the PPL and support financial loss-reduction programs through resource assessments, feasibility studies, and planning and design of utility related projects to cover generation, transmission, and distribution.

  • Required: Master's degree or equivalent in Electrical Engineering, Power Systems, or related field.
  • Required: 10+ years experience in the energy sector, specifically in utility planning, management, and maintenance.
  • Required: 5+ years experience in operational management of utilities including loss reduction strategies, network improvements, and outage reductions.
  • Preferred: Previous experience in Papua New Guinea or the Pacific Islands region desired; USAID experience preferred.
  • Experience in the implementation and oversight of power generation, transmission, and distribution technologies.
  • Experience in planning and management to improve services in utility operations, including electricity loss reduction strategies, outages reduction, network quality improvements.
  • Experience leading teams.
  • Background, knowledge, and experience in gender equality or social inclusion/protection.
  • Excellent written and oral communications skills required.
  • Fluency in English required.
  • Ability to establish successful collaborative working relationships with a broad range of stakeholders, including other PEP donor partners (including Australia, New Zealand, Japan, World Bank, and Asian Development Bank), utility providers, government, private sector, government, and local organizations.
