Private Investment Lead - PNG Electrification


Cardno is seeking a Private Investment Lead for an anticipated Electrification opportunity in Papua New Guinea.

USAID, as a part of the PNG Electrification Partnership (PEP), aims to increase technical, financial, and organizational capacities of key energy sector institutions to bolster investment and private sector engagement in electrification expansion in Papua New Guinea. The activity will promote energy regulation, develop off-grid electrification models, improve domestic gas utilization, and catalyze private investment for energy projects in PNG.   
The Private Investment Lead’s primary responsibilities are to provide leadership and technical direction to all private investment activities. This position leads a team to catalyze private investment in the power and energy sector. Provides support to the private sector to encourage their entry in energy for increased investment through developing improved financial mechanisms, facilitating trainings, and workshops. Creates and implements financial risk mitigation strategies and tools, guarantees, leasing schemes, and insurance products to encourage private sector investment.

  • Required: Master's degree or equivalent in a relevant field.
  • Required: 10+ years experience in promoting private investment, governance, and institutional strengthening to business enabling environments for the private sector on energy projects.
  • Required: 5+ years of experience in management or senior-level positions on an international donor-funded program.
  • Preferred: USAID experience preferred. Previous experience in Papua New Guinea or the Pacific Islands region desired.
  • Experience developing the outlook, strategies and implementing energy investment programs.
  • Experience managing and leading energy programs.
  • Experience communicating a viewpoint of the economy and markets.
  • Experience performing qualitative and quantitative research to select investments.
  • Experience leading teams.
  • Background, knowledge, and experience in gender equality or social inclusion/protection.
  • Excellent written and oral communications skills required.
  • Fluency in English required.
  • Ability to establish successful collaborative working relationships with a broad range of stakeholders, including other PEP donor partners (including Australia, New Zealand, Japan, World Bank, and Asian Development Bank), utility providers, government, private sector, government, and local organizations.
