Australian Rail Track Corporation (ARTC) is a major national organisation responsible for managing infrastructure maintenance, capital upgrades and the movement of trains on the Hunter Valley coal rail network and interstate railway track across South Australia, Victoria, Western Australia, New South Wales and Queensland. ARTC is also delivering the $10 billion Inland Rail infrastructure project connecting Melbourne and Brisbane.

A new opportunity exists for a Category Manager – Corporate and Technical Services.

About the Role:

Reporting to the Strategic Procurement Manager, the Category Manager – Corporate and Technical Services will develop and deliver end-to-end category and supplier relationship management strategies across allocated categories.
You will also recommend and implement appropriate commercial frameworks to reduce risk and to coordinate national contractual outcomes that provide better lifecycle cost and operational solutions, value for money outcomes, and security of supply for critical suppliers in accordance with ARTC policy and procedures.

The position is responsible for the Corporate and Technical Services categories, including rail corridor labour hire, professional engineering and design services, as well as legal, financial and consultancy services, corporate services, property and facilities management requirements. You will have the ability to work in an integrated and collaborative manner with business units to optimise commercial and operational outcomes to ARTC and which consider the future state of the organisation.

In this position you will have regular communication and interaction with the wider Procurement and Contracts team and across the business units as required and the ability to be able to travel nationally within the dimensions of this role.

About you:

Knowledge, skills and experience required for this role:
• Experience in corporate and technical services category management in the Australian construction, engineering and/or infrastructure industry, preferably in the rail industry.
• Tertiary qualification in procurement, supply or contracts management or related discipline or proven relevant category experience.
• A minimum of five-years’ experience in the procurement and category management of professional engineering and design services, corporate services, property and facilities management, or comparable categories, in a medium to large company environment.
• Good understanding of technical, engineering and safety procurement requirements in a construction and works company environment.
• Experience in successfully managing the procurement and category management of spend commensurate with allocated categories.
• Demonstrated experience in developing spend category strategies and implementing effective and collaborative management processes to ensure delivery of category initiatives.
• Demonstrated experience in the development and implementation of strategic supplier relationship management programmes, including KPIs and performance management.
• Demonstrable experience in tender reviews and an excellent understanding of the probity and ethics of tendering and sustainable procurement.
• Significant experience with purchasing, contracts or finance systems in a large national company and a good knowledge of the relevant process flows.
• Strong analytical and problem-solving skills including the development and management of supplier KPIs.
• Culturally resilient and capable of managing change in a challenging environment.
• Find solutions to roadblocks, be able to set a path when confronted by a lot of data and ideas and drive an effective outcome.
• Sound understanding of acts and legislation relative to commercial agreements.
• Excellent communication skills, both oral and written, together with demonstrated interpersonal skills for communication with internal and external contractors.
• Demonstrate a strong commitment to outstanding customer service and stakeholder engagement.
• Ability to fully understand, promote and monitor compliance of ARTC policies and procedure.
• A very good understanding of Work Health and Safety obligations and safety in construction.

Desirable for this role:

• Knowledge of the rail industry.
• CIPs accreditation.
• Knowledge and experience in a variety of commercial, contracting and sourcing models and analysis.
• Knowledge of tendering and the legislation and CPR’s related to Commonwealth Funded Projects.
