ARTC is responsible for delivering Inland Rail and the North East Rail Line Upgrade projects as well as managing over 8,500km of interstate rail networks across five states. We are wholly owned by the Federal Government, with multi-billion-dollar funding to deliver Inland Rail.  ARTC plays a critical role in the transport supply chain and in the overall economic development of Australia

Reporting directly to the Manager Stakeholder Engagement & Communications, you will lead the development and implementation of best practice community and stakeholder engagement plans, provide advice on approval process, identify emerging issues and drive engagement with communities and other stakeholders to ensure the effective delivery of the Inland Rail and North East Line Upgrade Projects in Victoria.

Your main responsibilities include;
  • Ensure relationships are established and maintained with key communities and stakeholders to allow ARTC to deliver on key projects in Victoria.
  • Engage with councils, landowners, community and industry associations and develop or refine plans to support consultation and engagement.
  • Represent ARTC in community forums and develop communication materials.
  • Support the development of collateral including project newsletters, fact sheets, project updates and FAQ’s for website and print.
  • Provide executive officer support functions for any ‘Community Liaison Groups’ established by Inland Rail or by Government for Inland Rail.
  • Identify issues, risks and opportunities and provide appropriate mitigation strategies.
  • Assist in managing responses to the feedback received through statutory and other consultation processes.
  • Lead and support engagement that is transparent, equitable and accessible, with all interactions appropriately managed and recorded.  
Key Deliverable of this role
Currently delivering on the North East Line and in the process of formalising designs that ensure the on-time delivery of Inland Rail. The next 12 months are going to be extremely exciting and busy as ever.

Therefore, success in the role is crucial and it means;
  • Supporting ARTC to secure required environmental approvals by delivering high quality consultation.
  • Maintaining project schedules and taking ownership of this in your region.
  • Fostering relationships with Sate and Commonwealth agencies in North East Victoria.
  • Engaging with the community and being on the ground to establish key relationships – ‘Being Local”.
  • Delivering clear, timely & transparent messages to community about ARTC and its projects.
  • Effectively communicating the benefits of our presence/projects.
  • Leading a small team and ensuring they are motivated and engaged and meet desired goals.
  • Be a proactive member of the leadership team.  
About You
We believe consultation and communication is paramount to the success of any project. If you thrive in a fast-paced environment, are a creative thinker with strong analytical and decision-making skills and are driven by providing excellent community engagement then we’d love to hear from you.  Coupled with the above attributes, to be successful in this role, you will possess the following skills and experience;
  • Minimum 5 years demonstrable experience.
  • IAP2 qualification or proven experience in engagement within the IAP2 framework (Desirable).
  • Demonstrable experience in stakeholder and community engagement ideally within the infrastructure, transport or logistic sectors.
  • Proven experience in a public relation, or corporate communications role.
  • Working knowledge and understanding of digital media and digital technologies to support community engagement is desirable.
  • High level verbal and written skills including the writing and delivery of strategies, plans and communications materials.
  • Demonstrated issues and risks management on complex projects.
  • Ability to work with diverse stakeholders in politically sensitive environments.
  • High level skills in Microsoft Office programs, especially Word and PowerPoint.
