Reporting to the Chief Technology Officer you will be responsible for the development of a plan for and the progression through to implementation.

Reporting to the Chief Technology Officer you will be responsible for the development of a plan for and the progression through to implementation, ARTC’s future communications technology as required to meet the requirements of the National Train Communications System (NTCS) and future Digital Railway requirements. You will also lead the consultation with industry experts and stakeholders to establish requirements and develop the road map necessary to manage risks and provide a future proofed solution to address current legacy communications services including the Telstra 3G Mobile Network.

Your Responsibilities:
• Project Management of the NTCS Upgrade project through the project phases from initiation to close out in accordance with ARTC’s project management procedures
• Develop and manage the deployment plans, activities and schedule for the NTCS Upgrade to address the end of Telstra 3G mobile services in June 2024;
• Development of individual work packages as required and then initiating necessary actions to progress.
• Ensure that the development approach not only addresses current technology obsolescence challenges, but the approach is both future proofed and aligned to the direction and objectives of ARTC’s digital strategy.
• Develop and maintain the development/deployment schedule and plan taking into account stakeholder requirements, ARTC business objectives and vendor solution timing.
• Develop and provide advice on project road maps, architectural and system integration approaches necessary to manage risk, ARTC business requirements and stakeholder objectives.
• Develop and implement the Change Management Plan for the project as required.
• Manage the project risk, issue and opportunity management, recording decisions made and coordination of iteration review and planning processes;

• Tertiary qualifications in Project Management or equivalent related experience;
• Demonstrated experience in a similar role, with emphasis the scoping, planning and delivery of large scale, multi-endpoint mobile telecommunication networks
• Demonstrated project start up experience with an ability to lead a project through project establishment, planning/scoping and feasibility phases before implementation.
• Demonstrated knowledge/prior experience of modern mobile network technologies – 4G & 5G, Satellite
• Strong interpersonal skills, such as communication and negotiation, including the ability to express ideas and thoughts clearly and succinctly in both written and oral form;
• Demonstrated ability to understand the relationship between technical and operational factors, safety and commercial outcomes, and impact on customers and how these should be managed when complexity and uncertainty arises;
• Experience in managing multiple stakeholders across project, company, customer, vendor partners and industry
• Demonstrated commercial acumen with previous direct vendor management experience

Desirable Selection Criteria:
• Knowledge of the Australian Rail industry.
• Knowledge or demonstrated experience of telecommunications solutions as deployed in rail or mission critical operational technology environments
• Experience the scoping, architecting and design of major applications/systems integration within rail or Operational Technology environments
