Our client is a director led, independent provider of Real Estate, Private Wealth, Corporate, Fund and Accounting services to a global client base.  Due to organic growth they are now looking for a Compliance Manager

Overall purpose of role
Responsible for providing all aspects of compliance support in relation to the compliance function within *, the CM will be named as the Deputy Compliance Officer (“DCO”), Deputy Money Laundering Compliance Officer (“DMLCO”) and Deputy Money Laundering Reporting Officer (“DMLRO”) for all licensed group entities under ** Funds Services Business (“FSB”).

Main responsibilities
The CM will promote a collaborative relationship within the business by working as part of the management team, mentoring people and encouraging development across the business through inspired and motivational risk and compliance management and leadership, ensuring that appropriate regulatory and AML/CFT information is cascaded to all levels of staff and relevant training is identified and delivered at all levels.
The CM will act as an additional point of contact for employees and the Jersey Financial Services Commission (“the Commission”) on day-to-day regulatory matters (as DCO), AML/CFT matters (as DMLCO) and the Joint Financial Crimes Unit (“JFCU”) on SAR matters (as DMLRO).   The CM will assist in ensuring that the Board of LGL (“the Board”) responds promptly to requests for information made by the Commission, the JFCU and other relevant law enforcement agencies.
The CM will be an attendee of the  Risk Governance Committee and the New Business Committee if the HoC/GCOO deems this necessary or where the HoC is absent and a meeting is required to be held urgently.  The CM will undertake the respective tasks of each of the following:
Deputy Compliance Officer will:
Undertake testing under the compliance monitoring plan agreed by the Board in order to monitor the * and the Managed Entities compliance with FSJL, Orders (issued under the FSJL and the Code(s) of Practice for FSB as appropriate (the “Regulatory Regime”), including monitoring that internal policies and procedures are being consistently and effectively adhered to.
Assist the HoC with any FSB regulatory matters upon request by the HoC.

  
Deputy Money Laundering Compliance Officer will:
Monitor the Managed Entities and the Schedule 2 Funds’ compliance with POCL, Terrorism Law, Directions Law, Terrorist Sanctions Measures, MLO and Codes of Practice (the “AML/CFT Regime”), including monitoring that internal policies and procedures are being consistently and effectively adhered to.
Assist the HoC with any FSB AML/CFT matters upon request by the HoC.
Deputy Money Laundering Reporting Officer will:
Assist with the acknowledgement and processing of internal SARs in accordance with internal operational reporting procedure on an arising basis, and receive and consider such internal SARs in the absence of the HoC, in line with the obligations of the DMLRO as set out in the AML/CFT legislation.
Knowledge, skills and experience required
The role requires:
Professional qualifications and sufficient experience as expected of a Compliance Manager.
Strong management level experience in the offshore funds/trust industry.
A positive “can do”, solution-based approach to dealing with regulatory and AML/CFT monitoring practices.
A strong business ethic with a focus on quality, establishing, maintaining and encouraging high standards in all activities.
Knowledge of regulatory and AML/CFT issues.
An appreciation of current best operational compliance practices.
The presence and substance to be able to represent * and act as an ambassador for the business in its dealings with regulators and external professionals.
Excellent interpersonal skills and the ability to communicate effectively in all forms to different levels staff and to foster a collaborative working environment.
A strong team player who can contribute as part of the overall management team.
