JOB DESCRIPTION:
The successful candidate for this level position will provide knowledge and applied experience in several areas of Federal financial reporting.
  
RESPONSIBILITES:
  • 1 FTE in DC for SOP development work, working on site in DC. Strong SOP development/writing background and financial reporting skills.  VA has processes that need to be documented. 
  • The processes all relate to financial reporting or systems that feed into financial reporting, or into developing accrual estimates. 
  • Candidate will need to first understand the process itself, document it, and identify any gaps in controls that an auditor might pick up on, and see if there are any compensating processes or controls that should be documented (or suggest that a new step be added to the process to cover the gap). 
  • Senior consultants are required to possess four or more years of progressively responsible experience in performing and participating in FMS engagements, demonstrated ability to provide guidance and direction for specific projects or sub-tasks, and increasing responsibility in design, implementation, and management of FMS projects.
  • Senior consultants interface with the client on a day to day basis and support the completion of project specific tasks within estimated time frames and budget constraints.
  
REQUIREMENTS:
  • 5+ years of Federal Financial Management/Reporting experience
  • Bachelor’s degree in Finance, Accounting, or other Financial is required.
  • Federal Financial Reporting experience (monthly, quarterly, and year-end reporting) including flux, variance, abnormal balances, reconciliations.
  • Federal financial reporting audit experience (not program audits).
  • CPA is required
  • Experience documenting and developing standard operating procedures (SOP)s and desktop manuals including templates and best practices
  • Specifics on end-to-end processes (e.g. Procure to pay, Order to Cash, Record to Report).
  • Knowledge should include applicable standards, USSGLs, programmatic impacts, etc.
  • Working knowledge of Statements of Federal Financial Accounting Standards (SFFAS) and United States Standard General Ledger (USSGL).
  • Working knowledge of Federal budgetary and proprietary accounting.
  • Working knowledge of Financial Management Circulars (e.g. A-11, A-50, A-123 (All appendices), A-136, etc.).
  • Direct experience supporting financial statement audits (e.g. responding to audit findings, Corrective Action Plans, preparing working papers with detailed support, preparing for and performing walkthroughs, etc.)
  • Specifics on end-to-end processes (e.g. Procure to pay, Order to Cash, Record to Report).
  • Knowledge should include applicable standards, USSGLs, programmatic impacts, etc.
  • Accounting for Reimbursable Activity/Interagency Agreements.
  • Use of pivot tables in Excel
  • PP&E financial management and reporting.
