Brief Overview of Position:
 
Strategic Operational Solutions (STOPSO) is seeking candidates for key requirements to support a Department of Defense client that is charged with Information Technology (IT), architecture and engineering, command and control (C2) networks and associated C2 systems support services.  This role is for a Frequency and Satellite Communication Team Lead who will be responsible to provide SATCOM Management SME during contingency, exercise and day-to-day operations as well as administration and technical support for military operations.  Must possess Active Secret Clearance.
 
Description of Duties:
  • Maintain oversight of operational SATCOM activities and resources supporting USFK Commander by conducting periodical reviews of Satellite Communications requirements in each validated OPORD, OPLAN, and CONPLAN, or operational architecture IAW current references
  • Ensure that shortfalls are identified from apportioned SATCOM capacity and referenced guidelines; SATCOM requirements are consistent with current plans; and SATCOM requirements have a validated satellite database (SDB) numbers
  • Provide and maintain SA of SATCOM systems/networks status, to include current and planned operations as well as Space, Control, and Terminal Segment asset and operational configuration management
  • Receive, review, and process satellite applications utilizing the Communications Access Request System (CARS) program in support of operations and meet all assigned timelines
  • Provide CARS account training to new subscribers as requested
  • Provide SA monitoring and shortfall reporting of satellite resources to include COMSPOT reporting to the JNCC and other agencies as required
  • Provide current status and shortfall reports as requested within pre-established timelines and advise staff, service components and agencies on operational status of SATCOM systems and networks
  • Provide SATCOM resources integration into required networks IAW established Operational Plans, requirements and annexes within assigned timelines
  • Maintain, review and validate all applicable SDBs
  • Provide technical advice in the Joint Satellite Architecture WG (JSAWG) to develop, review and define operational requirements
  • Provide SA monitoring and shortfall awareness of all SATCOM resources by utilizing Collaboration Tools and monitoring Satellite Databases
  • Advise staff, service components and agencies on operational status of SATCOM systems/networks
  • Provide integration of SATCOM into the network by utilizing Collaboration Tools and updating Satellite Databases to include preparing briefs, coordinating and participating in the annual JSAWG
  • Coordinate actions to obtain, defend, and renew host nation approval for the various SATCOM systems within the AOR by coordinating with the Director of Joint Frequency Management Office, PACOM SATCOM, and Regional Satellite Support Center Pacific
  • Coordinate access priorities for subordinate units IAW appropriate OPORD, OPLAN, and CONPLAN, or mission requirements
 
Education, Experience, and Security Requirements:
  • BA/BS; Degree in Information Technology (IT) or 7 years or more of similar training and/or experience in Satellite Communications (SATCOM)
  • Security Clearance: Active Secret Clearance
  • Must have COCOM or USFK Satellite Access Request experience
  • Ability to demonstrate a complete understanding and wide application of technical principles, theories, and concepts within the SATCOM field and provide consultation to technical solutions over a wide range of complex difficult problems in which proposed solutions are imaginative, thorough, practicable, and consistent with organization objectives
  • Familiarity with CARS or Joint Integrated SATCOM Tool (JIST) is preferred
